They can. Some of the Great Lakes Fleet boats load at the gravity docks. Except for the Presque Isle and Roger Blough that can load at the gravity docks, the rest of the boats with 105 foot beam are restricted to the shiploader dock because of their hatch size. All the Canadian lakers that come into Two Harbors could load on the other side, but they don't.
